Installer certification program

The International Association of Geosynthetic Installers (lAGI, www.iagi.org) has published a HOPE geomembrane installation specification and offers a HOPE welding certification program.

Under the certificate of necessity program, construction, reconstruction, erection, installation, or acquistion of facilities necessary in whole or in part in the interest of national defense during this emergency period was allowed accelerated tax amortization on that portion of the amount applying to defense purposes. During the Korean action period some 1400 applications for certificates of necessity were processed by the Chemical Division. These certificates represented investments running over S3 billion. 

The guidelines and regulations cited so far have focused on process safety. However, certification and award programs such as the International Organization for Standardization (ISO) Standard 9002, "Quality Systems— Model for Quality Assurance in Production and Installation," place heavy emphasis on quality management. Written procedures and document control are important factors for ensuring and maintaining quality, reliability, and consistency. 

The local site inventories of control system spares are specified to be at least 10 percent of the installed base, with a minimum of two for each replaceable part. However, sites are maintaining their own supplies of additional noncertified control system spare parts and this is not well coordinated with the central spares control system at Rockwell Automation. The spares inventory control systems vary from site to site, and the committee noted that there is no comprehensive accounting of the inventory levels of spares, nor of the testing and certification status of spares, at some sites. This can result in program inefficiencies and cost penalties.
