We argue in this chapter that an implementation analysis should inform the entire life cycle of a standard, from the original specification, through derivation, to its implementation, use, review, and eventual revision or withdrawal. It will also be helpful to anticipate future uses such as the use of compliance assessments to compare regions and nations (where these are not in place already). 

Table 8.3 shows the usual octave and one-third octave bands. As the name suggests, a one-third octave band instrument makes three measurements in each octave as opposed to the single measurement of the octave band instrument. A narrow band instrument, on the other hand, uses DSP to implement analysis FFT, and in the current state of the art, FFT analysis allows the analyzed frequency range to be sliced up into a large number of smaller intervals, limited in number only by the measured time interval length and the available computer power. 

As a consultant, I have always tried to practice what I preach. That is, the job is not done until it is successfully implemented. Analysis that is not translated into action is of little use. This philosophy underpins the book. The thought processes and methods recommended here are intended to lower the risk of implementing change. Accident Prevention From a safety point of view, a primary purpose of analysis is to prevent accidents. It is important to communicate with managers and explain what hazards exist and what controls to implement. Analysis may help determine if one can eliminate or reduce hazards at a reasonable cost. Analysis may help determine if controls are effective and provide the benefits anticipated. 

Process evaluation. Also known as formative evaluation, implementation research, implementation analysis, or descriptive evaluation. Process evaluation documents, assesses, and explains how a program is being implemented.

We present an overview of the basic strategy in Section 8.1.1. Two control implementations are presented. Section 8.1.2 describes a simplified scheme that supports data-dependent delay operations and multiple execution flows, but the resulting control is not precise. We extend the simplified scheme in Section 8.1.3 to obtain a precise control implementation. Analysis of adaptive control is presented in Section 8.1.4.
