There are complexities. The wetting of carbon blacks is very dependent on the degree of surface oxidation Healey et al. [19] found that q mm in water varied with the fraction of hydrophilic sites as determined by water adsorption isotherms. In the case of oxides such as Ti02 and Si02, can vary considerably with pretreatment and with the specific surface area [17, 20, 21]. Morimoto and co-workers report a considerable variation in q mm of ZnO with the degree of heat treatment (see Ref. 22).

There have also been revivals of the steam car. Robert McCulloch, the chain-saw millionaire, spent part of his fortune on a steam prototype, called the Paxton Phoenix, between 1951 and 1954. William Lear of Learjet fame, spent 15 million in 1969 on a turbine bus and a 250-horsepower turbine steam car. Both used quiet, efficient steam engines although the bus had reliability problems and poor gas mileage. Lear also tried to enter a steam car into the 1969 Indianapolis 500. The British firm of Austin-Healey was also working on a steam car in 1969. It had four-wheel drive. However, even prosperous entrepreneurs like McCulloch and Lear found that they lacked the means and support structure to successfully mass market a competitive car. Alternative power systems would have to wait until air-quality regulations resulted in some breakthroughs with hybrid and even fuel-cell cars.

Wetting properties. A clean carbon surface is hydrophobic. Surface oxides provide sites of adsorption for water and other polar compounds. The more surface oxides there are, the more distinct is the hydrophilic behavior of the carbon. This was confirmed by Healey et al. (39) for graphitized carbon black, and by Kraus (40) and A. V. Kiselev and his group (41) for carbon black. Beebe and Dell (42) measured the sulfur dioxide adsorption on channel black and found an increase after oxidation at 600°. Further evidence for selective adsorption of polar compounds was provided by Gasser and Kipling (43).

The first occupational safety and health standards were set when, with only minor changes, the 1968 ACGIH list of nearly 400 TLVs, as well as certain standards of the American National Standards Institute (ANSI), were incorporated into the Walsh-Healey Public Contracts Act.
