Hazard control decision

In answer to the first question, the Committee suggests a two-tier system of inexpensive, short-term, sensitive mutagenicity tests that could be widely applied to identify substances that may represent a mutagenic hazard. The first tier uses one microbial test and two mammalian cell-culture tests. If the results of this tier are inconclusive, a Drosophila test (the second tier) is used. If the results are still insufficient for a manufacturing or control decision, further tests cure available, including those using mice. The test scheme is presented later in this summary and in more detail in Chapter 9. 

Note that unlike many other causes of clinical risk, the failure modes in this category do not actnally relate to the patient s clinical data at all. Instead it is the decision support content, rnles, algorithms and associated functionality which trigger the hazard. Controls in this area are not just about assuring the system but also about make sure that the advice provided is of a suitable level of quality. In some cases the decision snpport content and rules might be provided by a third party and checks should be undertaken to ensure that the information is appropriately governed, com-mensnrate with best practice and kept up to date.

Management policies, organization, and commitment are shown together as one element in some causation models. One could aigue that management commitment and involvement deserve separate and distinct consideration since they are the reflection and extension of the organization s culture, from which all hazard prevention and control decisions derive.

Perceptual processes of the type mentioned constitute a basis for further phases of action in hazardous situations judgements and assessments, decisions and choice of actions. These serve as points of orientation, support directed search activities and help verify completed actions. They represent the anticipatory character of hazard control in a special way, and can be described as the transfer of information between hazard carriers (hazardous object -person) in the case of a collision, however, harmful energy is transferred from a hazardous object to a person. 

Obviously, management commitment to safety is crucial. But, what does this mean in practical terms of implementing a program First, it means that the organization has a clearly stated policy on safety. This policy statement serves as the foundation of safety and health management. It communicates the value that safety has in the organization. This pohcy should be the basic point of reference for all decisions affecting safety and health. So, when it comes down to a situation where there s debate about whether to spend money on a certain hazard control, the safety professional can point to this policy to remind everyone of safety s stated place in the company.
