The analyst must necessarily rely on the expertise and efforts of others to operate, gather, and analyze samples and record (automatically or manually) readings. Communication of the goals, measurement requirements, and outcome to all involved is critical. It is imperative that aU involved understand their responsibilities, the use of the information that they gather, and the goals of the test. 

The measurement goal in the HIE was to construct the best possible scales for measuring a broad array of functioning and well-being concepts it demonstrated the potential of scales, constructed from self-administered surveys, as reliable and valid tools for assessing changes in health status. With the passage of time, performance against goals can be measured, goals are revised with added sophistication, unprofitable endeavors are halted, and new opportunities are explored. If the total job has been done well by the total team, the results are bound to be satisfactory as long as initial judgments and decisions were soundly based—that is, forecast sales goals are met on schedule. 

While sales representatives and service personnel can potenti y perform interviews, there is great value in having designers venture out to the sites where their products and systems are used. Such sorties should have clear measurement goals, questions to be answered, an interview protocol, and so on, much in the way that is described in earlier sections. If necessary, interviews can be conducted via telephone or e-mail, with only selected face-to-face interviews to probe more deeply.

The outcome of a reliable and maintainable system is really the primary goal. This goal, typically referred to as availability, is essentially a measurement of the ability to operate a fully functional system. Availability is expressed as a ratio, comparing the amount of time that a system is up to the total time measured.

Develop objectives to include specific areas of performance that can be measured and/or verified. For example, Improve safety performance in my department next month is too general as an objective. A better objective may be, for example, Reduce first aid cases by 10 percent next month. Even more measurable goals are those objectives where managers and/or supervisors have complete control— for example, Hold 30-minute safety meetings for all employees in my area every Monday morning at 7 00 a.m. As noted previously, objectives must be realistic and attainable and should represent a significant challenge.
