In the absence of EU provisions governing the safety of a product, it will be deemed safe if it conforms witii national laws that cover the risks the product poses. If the national safety requirements apply only to new products, the General Product Safety Regulations will apply to products supplied second-hand. A product will be deemed to comply if it conforms to an EU standard covering the relevant risks. The Food Safety Act 1990 makes it an offence to sell food not conforming to the food safety requirements. This is more narrowly defined in the general safety requirement discussed above. Food is deemed to breach the food safety requirement if it is unfit for human consumption, if it has been rendered injurious to health by any of the operations specified in the Food Safety Act, or if it is so contaminated that it would not be reasonable to expect it to be used for human consumption. Food is not covered by the general safety requirement laid down in the Consumer Protection Act, but it is within the general safety requirement contained in the General Product Safety Regulations. [Pg.133]

The coal mine production safety accident reporting and investigation and handling regulations , issued by the State Production Safety Supervision Administration in 2008, divided coal mine accidents into four levels, namely general accident (deaths 1-2), the larger of the accident (deaths 3-9 people), major accident (deaths 10-29), serious and the worst accidents (death of 30 people and above).The situations of coal and gas outburst accident were made from 2000-2012 according to the four levels. [Pg.1114]
