Export licenses

For biological samples to be sent out of India, an export license must be applied to and issued by the Director General of Foreign Trade. This is valid only for six months, so a year long study will require reapplication or samples are sent at end of study within a six-month window. 

The NOC takes at least three months to issue (usually six months), the T Licence, at least four months after submission and the export license for biologic samples three to six months. 

An export license is generally required to export technology developed in the United States. 35 U.S.C.A. 184 (WestSupp. 2001) 37... 

China announced on April 24, 2015 the lifting of the export taxes (BBC 2015). Indeed China has done so. Under the new guidelines, rare earth minerals will still require an export license in China but the amount that can be sold abroad will no longer be covered by quota (Law360 2015). 

The whole export-licensing system incurred mounting criticism towards the end of the 1980s. The National Academy of Sciences issued two highly critical reports, concluding in the latter that...

The suppliers are naturally aware of the limitations imposed by national nuclear export policies, e.g., in connection with non-proliferation conditions. All suppliers obviously expect to deliver the first core with the reactor. For later reload fuel, almost all declare that it will be available, but with explicit or implicit reference to exports being subject to national laws or the obtaining of export licenses. AECL alone makes reference to long-term guaranteed...
