Establish Safety System Objectives

Management must formulate objectives to guide the system s development. Objectives should be to  

Motivate, educate, and train employees to recognize, correct, and report 

Engineer hazard control into the design of machines, equipment, and facilities Inspect and maintain machines, equipment, tools, and facilities Incorporate risk control into training, techniques, and methods Comply with safety and health standards Comply with safety and health legislation Identify and eliminate risks on an ongoing basis 

Ensure contractors and site visitors adhere to the safety system requirements 

All safety objectives should be specific, measurable, attainable, time bound, and relevant to the end goal. Objectives such as injury-free or accident-free do not meet these requirements, nor do objectives such as zero injuries and zero harm. Safety objectives must be reasonable, as achievement of set objectives creates motivation to achieve even greater heights. Objectives such as injury-free can never be realistically achieved and lead to nonachievement and disappointment rather than the desired inspiration of goal attainment.

A system is an established arrangement of components that work together to attain a certain objective, to prevent injuries and illnesses. In a management system, ah components are interconnected and affect each other. Using this dehnition, let s consider a safety system. 

In Chapter 11 we will discuss the activity-based safety system (ABSS) that establishes basic activities that are performed at a specific time and place. The objective of ABSS is to quickly extend the influence of the safety management system throughout the entire organization to enhance and in turn strengthen the safety culture. 

A formal safety system can provide the structure for an overall assessment. By establishing a curation process for safety system resources and history, information resources can be used to establish more effective action plans, job improvement goals and objectives. The JHA process should have a built-in method to ensure they are updated and kept current as changes are made in the workplace. 

This article shows, through example, how established system safety concepts can be used to develop safety criteria for the design of a chemical surety materiel laboratory. This systematic approach, when applied as described in this article, results in a laboratory dedicated to achieve mission objectives in an environment relatively free of inherent hazards for the least number of dollars. 

Computer systems validation, implied in 21 CFR Part 211.68, established in 21 CFR Part 11.10(a), and defined in the recent draft FDA guideline,4 is one of the most important requirements applicable to computer systems performing regulated operations. Computer systems validation is the confirmation (by examination and the provision of objective evidence) that computer system specifications conform to user needs and intended uses, and that all requirements can be consistently fulfilled. It involves establishing that the computer system conforms to the user, regulatory, safety, and intended functional requirements.
