Engineering changes

Three approaches have been identified that reduce susceptibility of CA resists to airborne contamination. In the first, process engineering changes such as the addition of special activated carbon filters to the environmental chambers surrounding the exposure tools (76,79), overcoating the resist with a soluble protective film to isolate the resist from the environment (77,80,81), or modifications of the process flow to minimize the time interval between exposure and post-exposure bake have been shown to improve CA resist processibibty.

A toller may need to use resources outside their company to measure physical properties, conduct safety or other testing, engineer changes to piping or other facilities and equipment. This need frequently occurs for products in the initial development or commercialization stage. The toller should maintain confidentiality agreements with their suppliers and subcontractors commensurate with the proprietary nature of their client companies processes. Provision to allow disclosure of information to third parties should be addressed in the contract between the toller and the client. It may be structured so that the client must approve the toller s release of information to third parties.

The tests and inspections carried out need to be to the same specifications and procedures as those used for the original production part approval and as amended by subsequent approved engineering changes. The results of the tests should be recorded in the same format as the original tests, unless otherwise required by the customer.

Currently, there are closure Resource Conservation Recovery Act (RCRA) permit modifications awaiting ERA approval. To date, there have been no delays due to approval of permit modifications, but they could occur in the future. Permit modifications need to be identified sufficiently early to allow time for regulatory reviews, public comment, resolution of comments, and incorporation of changes into the applicable engineering change proposals (ECPs), work orders, or other management control documents.

The Army should develop an earned value system to maintain a comprehensive multiyear cost and schedule for the construction, operation, and closure of each chemical agent disposal facility. The system should be used to control and report the effect on cost and schedule from changes such as permit modifications, proposals for engineering changes, and the phaseout of security for surety material.

To make any changes in existing equipment configuration, parts, or software or in utilities (HVAC), facility systems, etc., the engineering change control form will be raised. 

The certification activities include a series of process documentation and qualification studies that start with the initial installation of a sterilization system and continue as process engineering changes or new or revised product introductions are required. Qualification activities comprise installation, operational, change, and performance phases.
