The citizen suit provisions have also been revised to allow citizens to seek penalties against violators, with the penalties going to a U.S. Treasury fund for use by EPA for compliance and enforcement activities. In addition to the permit requirements of the 1977 amendments, the 1987 amendments permitted citizen suits that allowed any individual to bring a legal suit against any party believed to be in conflict with the provisions of the CWA.
