Emergency declaration

An emergency declaration is more limited in scope and without the long-term federal recovery programs of a major disaster declaration. In general, federal assistance and funding are provided to meet a specific emergency need or to help prevent a major disaster from occurring.

Authority to take action in the event of an emergency must reside in the plant control room until the Technical Support Center (see 5.3.5.2) or the Emergency Operations Facility (see 5.3.5.4) is activated. The costs of a wrong decision are loss of production, on the one hand, and failure to respond to a real emergency on the other. In order to improve his or her decision basis, the control room worker will usually dispatch others to the source of the emergency signal to declare whether it is spurious (false alarm) or whether it is real, but it is containable without need for depressurizing. This takes up valuable time, during which the situation could escalate dangerously. 

Most traditional models focus on looking for equilibrium solutions among some set of (pre-defined) aggregate variables. The LEs are effectively mean-field equations, in which certain variables (i.e. attrition rate) are assumed to represent an entire force, the equilibrium state is explicitly solved for and declared the battle outcome. In contrast, ABMs focus on understanding the kinds of emergent patterns that might arise while the overall system is out of (or far from) equilibrium. 

Vaccine liability issues were also covered in Section 304 of the Homeland Security Act (HSA) of 2002as amended in April 2003, in which Congress enacted liability protection for manufacturers of smallpox vaccines.
