Occupational health personnel are uniquely qualified to assist in the interpretation and development of regulations as they relate to the workplace and the local community. 

The process of risk assessment for hazardous waste sites is still under development, and so necessarily is the development of regulations that build on risk assessment, but the commitment to utilize risk assessment appears firm.

The development of regulations governing drug safety studies around the world has generally followed the development of regulations in the U.S. Such regulations were promulgated in the EEC in 1980, in Canada in 1981, and in Japan in 1984. 

Advising government officials and participating in the development of regulations to ensure the health and safety of workers and their families. 

Despite these limitations on EPA s activities, the Act affords substantial opportunities for the development of regulations requiring the evaluation and control of industrial chemicals. Areas of major concern under TSCA include the promulgation of testing requirements (Section 4) the review and control of new chemical substances (Section 5) restrictions on the manufacture and distribution of unsafe chemicals (Section 6) and the collection and analysis of information and data concerning the effects of chemicals on health ind the environment (Section 8).

The procedures applicable in the development of regulations can also be followed when making any necessary revisions. Advice should be obtained from all parties concerned. Operators and others potentially affected by the revised regulations should be given adequate time to complete any preparations that may be necessary to enable them to comply with newly estabhshed requirements. 

Section 3004. The fourth section requires development of regulations for hazardous waste disposal facilities. 

Chemical regulations in Europe developed as the European Union was evolving. The formation of the European Union is far outside the scope of this book, but a brief overview of recent history sets the stage for understanding the development of product stewardship regulations. The outline below documents milestones in the coalescence of the European Union after World War II [75] to provide context for the development of regulations on the manufacture and use of chemicals.
