Costs administration

One year after the proposal of the Soil Framework Directive, the European Parliament adopted its first reading. However, in 2010, a few countries impeded the continuation of the process on the basis of excessive cost, administrative burden and subsidiarity. To date, the proposal remains on the council s table [131]. 

Ecological efficiency originates from the same constmct as other areas of efficiency of entrepreneurial actions (costs, administration) an advantage should be created with as low as possible quantitative use of energy and raw materials. 

Not surprisingly, many comments objected to the requirement for a quality assurance unit on the basis of increased costs, administrative burden, and interference with management prerogatives and informed scientific judgment of study directors. An alternative solution for study monitoring was not suggested, however.

Labour, Maintenance and Administrative Costs. As a general rule, labour and maintenance were each charged at the rate 3% of the capital per annum. For labour, this included both direct and indirect labour costs. For maintenance, this included both materials and labour. Over the past decades, many companies have made attempts to reduce the operating labour and maintenance charges. Labour can be reduced by extensive computer control. However, the success or otherwise, in reducing the maintenance charge is difficult to quantify, several operations have suffered major problems claimed to be due to the cutbacks in maintenance costs. Administrative costs are basically insurance and local land taxes. A value of 1.5% of the fixed capital as an annual charge was used. 

Overhead costs (administration and general services) also have to be included as cash costs. 

The cytokine IL-2 plays a key role in growth, differentiation, and activation of T-cells. The antibodies daclizumab and basiliximab, which recognize the a5 subunit of the IL-2 receptor (IL-2Ra) and block binding of IL-2, have been clinically effective as immunosuppressive agents [122], However for reasons of cost, administration, and possible side effects, they are used only pre- and post-transplantation, and in the acute phase of transplant rejection. This state of affairs has precipitated interest in small-molecule inhibition of this interaction. 

Interventions fluctuate widely in terms of cost, administrative effort, and participant involvement. Written activators like signs, memos, and newsletter messages are relatively effortless. Other activators like demonstrations, commitment techniques, and consensusbuilding discussions take considerable time and effort to design and deliver. As discussed in Chapter 11, implemenhng an incentive/reward process correctly requires continuous attention and periodic refinement from a team of intervention agents.
