There is increasing concern over the street abuse of dextromethorphan, which is available in a variety of products. There have been a few reports of abuse and a handful of case reports of overdose and death. Nevertheless, dextromethorphan was specifically left out of the Controlled Substances Act (CSA) of 1970 and has not been added to the Drug Enforcement Administration (DEA) scheduling process despite these reports. This decision was made because dextromethorphan is not considered a narcotic and is generally thought to have a low addiction potential. However, the DEA is monitoring dextromethorphan and may add it to its list of controlled substances at some point in the future. 

The Drug Enforcement Administration (DEA) and Food and Drug Administration (FDA) are aggressively monitoring the use and abuse of dextromethorphan. It is conceivable that dextromethorphan could be first classified as a drug obtainable only with a prescription. Furthermore, the DEA could place dextromethorphan on one of its schedules of controlled substances, which would force physicians, pharmacists, nurses, and hospitals to record the administration of the drug. At this stage, the former is far more likely than the latter since it has not been proven that dextromethorphan is an addictive substance. 

For the most part, the DEA is on the lookout for doctors who are prescribing controlled substances illegally to people who have no medical need for them. Pharmacists and manufacturers of controlled substances are also monitored for suspected abuse of the CSA. Anyone who dispenses controlled substances and is found to be in violation of the CSA faces fines, imprisonment, or both. 

In March 2007, new legislation on the control of precursor chemicals and controlled substances became operational in Peru. The objective of the legislation is to enable law enforcement authorities to monitor and control substances that can be used in the illicit manufacture of drugs. 

A dispensing system fitted with a counting mechanism also is available (Fig. 6). It allows the consumer to monitor each actuation, beginning from the first priming stroke until delivery of the last dose. A dispensing system for controlled substances, such as morphine, can be equipped with a lock-out system. The microchip controlled actuation mode takes into account the patient s specific requirements, such as amount of drug and frequency of administration. Other relevant data are recorded and can be evaluated later by a physician. 

Environmental risk assessment has to address all compartments of the environment like air, water, sediment and soil. The partition of a substance between the various compartments is controlled by the physico-chemical parameters of a substance. Water-soluble or dispersible surfactants and emulsifiers will predominantly affect the water and sediments. As surfactants are widely used not only in manifold industrial applications but also in consumer products the pollution is widely dispersed. The contribution of surfactants used in polymer production is comparably rather small but has nevertheless to be controlled and monitored. 

Twenty-two cells, one from each snake, were monitored for activation by prey stimuli. All cells responded to at least one stimulus. We report here the results on nine of these neurons. These cells were systematically tested with different concentrations of stimulating substances and with appropriate control stimuli. In all cases, air delivery of prey odors activated MOB mitral cells but not AOB mitral/tufled cells. Conversely, liquid delivery of prey odors activated AOB mitral/tufred cells, but not MOB mitral cells. Control substances, pure air and snake Ringer s solution, failed to activate any cells (Figures 5-10). 

Because drug testing for controlled substances bears heavily on a person s reputation, the method to detect controlled substance must be accurate and must follow international guidelines, which advocate a method that must include chromatographic separation to isolate the analyte from other matrix components and mass spectrometric detection with either SIM of three compound-specific ions on a single mass analyzer or with selected-reaction monitoring (SRM) of two specified precursor-product reactions. GC/MS and LC/MS methods that follow these guidelines are used routinely to detect and quantify cannabinoids, narcotics, cocaine, amphetamines, and other substances of abuse [57].
