The main objective of risk assessment is to determine the measures required by the organization to comply with relevant health and safety legislation and, thereby, reduce the level of occupational injuries and ill-health. The purpose is to help the employer or self-employed person to determine the measures required to comply with their legal statutory duty under the Health and Safety at Work Act 1974 or its associated Regulations. The risk assessment will need to cover all those who may be at risk, such as customers, contractors and members of the public. In the case of shared workplaces, an overall risk assessment may be needed in partnership with other employers. 

Each of the several partnerships with major mining companies into which MSHA has entered thus far is different. All of them, however, are grounded in the mine owners assumption of responsibility for improving the training of contractors and their employees, as well as for using safety and health criteria in the selection of contractors, and in the subsequent monitoring of their contractual performance. 

The structure should allow for contractors to be educated in a plant s safety standards. If they are to work on plant equipment, the safety standards that the contractors need to follow should be the same as those followed by plant personnel. Long term partnerships with contractor personnel are encouraged in support of this effort. 

Networking— Processes are provided to establish partnerships with suppliers and contractors to optimize expertise, resources, and knowledge sharing for the achievement of common goals and objectives. 

A contract manufacturer brings more than just a manufacturing facility to the partnership. The contractor is not just another pair of hands. The contract manufacturer and its client must be able to communicate with one another as equals and with respect for each other s contributions. 

At the same time, the number of temporary workers, freelancers, independent contractors, and the like exceeds 25 million by some estimates. Virtual partnerships/alliances between independent contractors are expected to flourish as sophisticated telecommunications capabilities enable people to link up with anyone, anywhere. 

In these conditions, suppliers and contractors looking for business with major firms need greater flexibility and wider competence than previously. This often implies increased size and perhaps mergers, though in principle, bids could be and perhaps are made by loose partnerships of smaller firms organized to secure such business. Figure 3.4 is a typical supply chain. 

Several major coal companies have entered into partnership agreements with MSHA in response to MSHA s concerns about the disproportionately high accident rates of independent contractors on the whole. MSHA points to statistics showing that the use of independent contractors is increasing in the mining industry on the one hand, while accidents attributable to independent contractors continue to substantially exceed industry averages (MSHA 1994). 

Drawing up a Specification (Ref 1). The greatest source of dispute or rejection after surface engineering is lack of communication and understanding, not a failure of the process itself. It is critically important that the contractor is provided with all the needed information to ensure that the component can, and will be, treated exactly as the customer expects. By establishing the right partnership and communication channels with all members of the purchase/supply chain, satisfactory results can be anticipated.
