Supervision competent

Once the process leaves the laboratory and is carried out at the pilot plant scale, it is essential to carry out a formal hazard assessment. The depth of investigation required depends on a variety of factors including scale, familiarity with the type of process and the level of competent supervision. 

Elements that were handled well include accoimt-ability, competent supervision, and performance appraisal. Compliance with British Standards for Earthworks. Sufficient numbers of trained operatives and competent supervision must be available before work starts. Sufficient and suitable plant and materials must be available for trench support before work starts. Suitable monitoring equipment and personnel trained in its use will be required where known exposure to toxic substances or lack of oxygen may occur. Location of existing services must be complete before work starts, also information obtained on ground conditions. A method statement should be prepared before work starts. COSHH assessments to be made as required. 

All people involved in work at height activity including planning, organizing and supervising must be competent for such work, or if being trained, under competent supervision. 

All material used for support should be inspected before use and material foxmd defective must not be used. Supports must only be erected, altered or dismantled xmder competent supervision and whenever practicable by experienced operatives. All support must be properly constructed and maintained in good order. Struts and braces must be fixed so that they cannot be accidentally dislodged. In addition, in the case of a coffer-dam or caisson, all materials must be examined and only if found suitable should they be used. 

The legislation clearly states that only competent persons can work or be involved with work under the CDM Regulations, with the exception of those being subject to competent supervision.
