Amendments. All electronic communication surveillance must comply with federal statutes, including Title III of the Omnibus Control and Safe Streets Act [87], which regulates interception and contents of private wire, oral, or electronic communications. 

It is also necessary to make provision for the monitoring of adverse reactions occurring in clinical trials using Community surveillance (pharmacovigilance) procedures in order to ensure the immediate cessation of any clinical trial in which there is an unacceptable level of risk.

Specifically relating to pandemic flu, the federal government has developed a plan to confront an epidemic (Homeland Security Council, 2005). Its three pillars address preparedness and communication, surveillance and detection, and response and containment, and they would have an impact on health care professionals response. This plan will undoubtedly undergo frequent revision, and, thus, its implementation should be monitored.

Management must institute procedures to assess levels of compliance with agreed standards for safety. Techniques include environmental and/or biological monitoring, health surveillance, safety audits, safety inspections, and procedures for accident reporting, investigation and analysis. Communication is essential, e.g. by provision of information (on specific chemicals, processes, etc.), safety meetings, notices, safety bulletins etc. 

There is a large reservoir of NoV in the commimity, as evidenced by surveys of community acquired and sporadic cases of gastroenteritis (Buesa et ah, 2002 Haustein et ah, 2009 Karsten et ah, 2009 Lindell et ah, 2005). Syndromic surveillance of vomiting reports also indicates that the presence of NoV infections is constantly fluctuating in different areas (Cooper et ah, 2008). This widespread reservoir means that NoVs are continually introduced into hospital settings where they can spread rapidly despite efforts to interrupt transmission (Cunliffe et al., 2010 Koopmans, 2009 Sommer et ah, 2009). Preventing the introduction of this widespread pathogen is nearly impossible (Koopmans, 2009 Yee et ah, 2007). 

In the United States, tuberculosis disproportionately affects ethnic minorities as compared with whites, reflecting greater ongoing transmission in ethnic minority communities. Additional tuberculosis surveillance and preventive treatment are required within these communities.

Improved disease reporting, surveillance, and epidemiologic studies of these diseases are needed. Little information exists about either the chronic effects of acute exposure to these marine toxins or about the long-term effects of chronic exposures, e.g., elderly populations in coastal retirement communities experiencing annual HABs. Little information is available about the environmental health effects, e.g., asthma exacerbations, from exposure to these toxins.

An active program of surveillance of the quality of the immunostains produced must be defined. The primary elements of such a quality assurance (QA) program include procedures and policies for patient test management, quality control, proficiency testing, comparison of test results, relationship of clinical information to patient test results, personnel assessment, communications, complaint investigations, QA review with staff, and QA records. A pen register is a mechanical device that records the numbers dialed on a telephone by monitoring the electrical impulses caused when the dial on the telephone is released. It does not overhear oral communications and does not indicate whether calls are actually completed. They can be used to record the telephone number dialed by the subject of the surveillance. Trap and trace devices, are used to record the telephone numbers of incoming calls received by the subject [114]. They are also used to capture source and address information for computer conversations (electronic mail) [115].
