SMOs operate with two business models some acquire physician prachces and operate them as clinical research centers exclusively, while others affiliate with existing practices and manage the administrative elements of the clinical trials. In both models, the corporate entity is responsible for marketing and sales.

Modest increases are also proposed for the new programs of the Eye Institute and the Institute of Environmental Health Sciences. The other institutes would rise a little above their 1970 levels, which are generally below their 1969 levels. Table III shows the distribution of the increases by activity. 25 million of the increase is for the regular research grant programs. Increases are also proposed for the specialized research centers and, to a lesser extent, for the categorical and general clinical research centers.
