This research was sponsored by the Deputy Assistant to the Secretary of Defense for Chemical and Biological Defense and was carried out jointly by RAND s Center for Military Health Policy Research and the Acquisition and Technology Policy Center of the National Defense Research Institute. The latter is a federally funded research and development center sponsored by OSD, the Joint Staff, the unified commands, and the defense agencies in the fulfillment of national security objectives involving the development and acquisition of drugs and biologies, mostly vaccines, for CBW defense. 

Examine the current state of technologies, tactics, and procedures involved in chemical and biological defense, accounting for the efforts of the other Services, the OSD, and other government agencies. Project (out to the year 2015) the future state of the technologies involved. 

All congressionally appropriated funds for DoD chemical and biological defense are overseen, managed, and executed through the CBDP, except specific exempted programs conducted by the Defense Advanced Research Projects Agency (DARPA) and Special Operations Command. 

Recommendation 3.1 The Director, JSTO-CBD, should ensure that the development of a Culture of Collaboration is a high priority for all elements of the chemical and biological defense enterprise. Although information control requirements and contracting concerns have been stated as barriers on both sides to collaboration, these are issues that can and should be addressed. To ensure that the program delivers products based on the best S T available, the CBDP needs to find ways to partner with the broader scientific community and other federal agencies in areas relevant to chemical and biological defense. 

The vision of the CBDP is to ensure that US defense operations remain unconstrained by chemical and biological (CB) effects. The CBDP mission is to provide CB defense capabilities in support of national military strategies. To accomplish this mission, the CBDP works to advance national interests by working effectively with other federal agencies, state and local governments. Congress, and the private sector.
