The import of drugs consists of approximately 15 percent of global requirement by amount, and is around 52 percent of monetary value (Scrip 1996). In recent years, according to the MOHSW and Central Statistical Office, the Polish pharmaceutical market has increased greatly, from less than US 600 million in 1990 to about US 2 billion in 1996 (of which more than 10 percent was in 1995). From a preliminary screening of importation data from the governmental central statistics office, it was observed that mercury was imported as mercury quicksilver and mercury colloidal suspension. Imported goods that contained mercury were mercury vapour lamps, TV camera tubes, clinical thennometers, batteries (button cell), fluorescent lamps and electrical switches. Mercury could also be present in coal that is imported to be used for power generation and other consumer products (e.g. bleaching creams). 

The other subsystems comprising the ISNEM include the Archiving Subsystem with electronic databases for storing all the accumulated data the Process Data Subsystem, comprising warehouse data and applications designed for data processing into a format required by end users and the Data Provision Subsystem, to be used by public administration, public figures and the Central Statistical Office (Nawalaniec, 2003). Data will be provided in the form of reports published on the Internet. 

The cultivar seeds were sown in pots filled with contaminated soil prepared from the Warynski zinc smelter site. The Warynski smelter is located near the town of Piekary Slqskie and 15 km northwest of the major population center of Katowice [pop. 345,000] (Central Statistical Office, 1999). The site is owned by the Orzel Bialy Mining Metallurgical Works, S.A. and over 1.3 million people live within a 15 km radius of this site. Zinc and lead ore smelters operated at the site from 1927 until 1990. During this activity period, the smelters produced approximately 3,500,000 tons of mixed lead (Pb), cadmium (Cd) and zinc (Zn) waste, deposited in piles spread across a 60 hectare site. Although limited recyclable smelting activity continues at the site, the Piekary Slaskie municipal authorities are interested in redeveloping the land for alternative industrial purposes.

Many methods and techniques can be used to assist threat identification and risk analysis (Table 5.1.). They should be selected on the basis of the type of risk analysed. Also, the nature of risk should be taken into accoimt whether it is positive or negative. When assessing risk, information is of high value. The knowledge and expertise of operational and top executive staff are the main source of relevant information. External statistics also play an important role (the central statistical office, the national laboirr inspectorate, the police), as well as historical data on companies. To measure risk, one must calculate the probability of an event (L=likelihood) and determine its possible severity (C=consequences) with respect to defined objectives and values.
