CENELEC certification

Certified testing and approval for control-valve devices used in hazardous locations is normally procured by the manufacturer of the device. The manufacturer often goes to a third party laboratory for testing and certification. Applicable approval standards are available from CSA, CENELEC, EM, SAA, and UL. 

Beyond perfonnance optimization, issues relative to packaging and the need for compliance with certain safety and electronics regulatory codes are cited as reasons for a customized solution. In the latter case, a systems approach is required, especially when attempting to meet the code or performance requirements for compliance with European Certification (CE) mark or electrical and fire safety codes such as National Eire Prevention Association (NFPA) and CENELEC (European Committee for Electrotechiucal Standardization). Off-the-shelf electronics may provide the necessary performance characteristics for generic applications, and their use eliminates large expenses related to product development, plus the associated time delays. Photonics-related components are solely addressed in this section because they are used to customize instruments for application-specific systems. 

British Approvals Service for Electrical Equipment in Flammable Atmospheres (BASEEEA) and Physikalische-Technische Bimdesanstalt (PTB), Germany, which, along with other European approvals bodies, provides certification to the European Committee for Electrotechnical Standardization (CENELEC) standards... 

The harmonisation process has been managed by the Committee of Electrotechnical Standardisation (CENELEC) in Europe. The committee standardises many subjects of electrical and electronic engineering, not only those pertaining to hazardous area equipment and its installation. When eqnipment is certified in accordance with a CENELEC standard the symbol Ex is modified to become EEx . This serves to give the designer and the user extra confidence in the certification.

At the center of this is the EN 50126, which deals with reliability, availability, maintainability, and safety for railway systems. EN 50129 applies to safety-related electronic control and protection systems. And EN 50128 applies to safety-related software for railway control and protection systems. These CENELEC standards cova all railway design, operations, and certification in the EU though there are other related and applicable standards, these are the most important... 

Semi-public and private certification bodies may apply to the CEN and CENELEC for the authority to act as a so-called Notified Body with respect to checking data acquisition, file completeness, and compliance with Technical-Committee standards. For class-in devices, the Notified Body may impose on manufacturers the duty to ensure clinical patient follow-up and periodical updates on user experience with a specific device. 

One of the restrictions of the railway reference CENELEC EN 5012x is related to the scope of standards EN 50128 and EN 50129, which are normally limited to signaling sub-systems (see Figure 2.10). For the hardware architectures used in other sub-systems, there are older standards that are still applicable (NF F 00-101, etc.). Work is underway within certification groups to extend and generalize these two standards to the railway system as a whole. 

This experience has convinced us that the solution developed really was off the shelf as it could be introduced on the new systems without too many changes to SEC RED or to the system in question. In addition, for the New York and Paris projects, the redundant computer version has been certified for compliance with CENELEC standards by an independent certification body (TUV Rheinland) in 2005 and again in 2008.
