The Soviet electrical installed capacity is about 300000 MW, about half that of the USA and five times that of the CEGB. The growth was 3-5% per annum, compared to 3 3% in Japan and less than 3% in the USA and the Federal Republic of Germany and 0-1% in Britain over the period 1975-83 (probably an unfortunate selection of dates for Britain, as over the past few years growth has been 3%).

Thus, the CEGB and the SSEB have to obtain a licence before a nuclear station is installed or operated. The station is examined at regular periods and an approval for start of the reactor is issued by the Nuclear Installations Inspectorate (Nil).
