Anti-pollution works

The particular role of the Part IIA system is to ensure that land is suitable for use in the context of its current use and setting. Previous statutory regimes have been in place for similar purposes—most noticeably and recently, the anti-pollution works provisions in the Water Resources Act 19914 and the statutory nuisance system in the Environmental Protection Act 1990.5 But following a policy review in 1993 and 1994,6 the then Government considered that a modern, specific contaminated land power was needed,7 and legislated accordingly in the Environment Act 1995. 

Anti-pollution works. Under section 161 of the Water Resources Act 1991, the National Rivers Authority (and then the Environment Agency) could take action to prevent polluting matter entering controlled waters, and could recover its reasonable costs from the person who caused or knowingly permitted the matter in question to be present at the place from which it was likely. .. to enter controlled waters .28 The practicability of this mechanism was hampered by the act first, recover later structure this was corrected by the creation of anti-pollution works notices under section 161A.29... 

The oxidative degradation of organic pollutants in water and air streams is considered as one of the so-called advanced oxidation processes. Photocatalytic decomposition of organics found widespread industrial interest for air purification (e.g., decomposition of aldehydes, removal of NO , ), deodorization, sterilization, and disinfection. Domestic applications based on Ti02 photocatalysts such as window self-cleaning, bathroom paints that work under illumination with room light, or filters for air conditioners operating under UV lamp illumination have already been commercialized. Literature-based information on the multidisciplinary field of photocatalytic anti-pollutant systems can be found in a number of publications, such as Bahnemann s [237, 238] (and references therein).

The fears of car safety and pollution in the 1960s were followed by the sudden oil crisis of the early 1970s. The anti-car lobby viewed the car as a bad symbol of modern life to be attacked rather than adored but in the 1950s there was an optimism and exuberance that pushed the design of automobiles beyond aesthetic limits. The oil crisis produced a movement towards economy and utility, as manufacturers moved to make cars more functional. Style was succeeded by aero aesthetics mainly for fuel efficiency. Manufacturers found themselves working with more regulations and safety related data. 

The authors are environmental scientists without commitment to either the pro- or anti-lead lobby. Their prime interest is in understanding the nature and control of lead as an environmental pollutant. In all sections of this book, a balanced, impartial approach is the aim, with emphasis being given to reviewing the most significant published work in the field.
