Analyse the Situation

Before beginning development, it is important to build up a basis to work from. This means organizing the work of the team, but also collecting information and asking questions. 

The start will probably be chaotic, but you might bring some order using the following steps

Store the documents in binders by number. Documents should never be removed, except for copying. They should be put back immediately. The archive is best organized by a single team member, but all have to participate in bringing in information and deciding what should be (or not be) archived and how the search system is organized. 

The next step is to obtain information. You might talk with colleagues, with experts, or with (potential) customers. Or spend some time on the Internet, go to a conference or course, and read a bit.

For h < 26, the situation is much more complex. One not only needs to know 4>(z) for each layer, but how 4>(z) changes as the two particles approach, i.e. 4>(z,h) this may well depend on the time-scale of the approach, i.e. the equilibrium path may not be followed. Scheutjens and Fleer (25) in an extension of their model for polymer adsorption have analysed the situation for two interacting uncharged parallel, flat plates carrying adsorbed, neutral homopolymer, interacting under equilibrium conditions. Since the enthalpy terms affecting this balance must be small, and the entropy terms are likely to be important, it is not possible at present to analyse the situation in detail. However it is predictable that the factors which would favour the ionic form, as against the ester, are lower ionization potential of the hydrocarbon radical, weaker ester bond, more polar solvent, and lower temperature. 

My first problem was to define the task more clearly and resolve the problems of managing my time in order to work in two Area Teams at the same time. I spent a few days (and nights) attempting to analyse the situation and then, realizing the task given to me was impossible to resolve as it stood, asked myself How am I to become effective ... 

When a problem is indicated by the control systems, Project Managers will need to bring all their skills into play in rapidly analysing the situation and making a decision on the corrective action to be taken. A good Project Manager will maintain an intimate contact with all aspects of the project and be able to anticipate problems and take avoiding action before they arise.

After analysing the situation and searching for customer needs you have formed a first idea of the specifications of the product (Figure 7-6). The main points are summarized below. You will have a fairly good idea of the problem, and a list of ideas and questions that have come up during orientation, and will be using these to start forming concepts. 

Don t spend too much time on this Read lesson 4 Analyse the Situation . Then chat with other people, look up a few things in your own textbooks, and Google a bit. A visit to the library to see whether there is any book on your subject may be useful. Do see to it that you have notes or copies of anything that looks worthwhile. 

Analyse the situation and discuss it in the team. Find out how much you know, what you don t know, what you would like to know. Generate ideas and generate questions for customers. Write them down. Be careful not to comer yourself in this early stage - keep an open mind.

With regard to the quality of the analyses, the situation presented in the preceding annual report has not evolved much.

In our calculation we have analysed the situation within the framework of the Landau theory (6), taking proper account of the symmetry properties of TTF - TCNQ, without specifying the interactions driving the phase transitions. We argue that the symmetry requirements are not properly taken into account in the Bak-Emery theory and therefore at the first transition, in contrast to Refe. 3,4, both sets of chains order and the second transition is not related to the ordering of the second set of chains. Our explanation for the third transition is different, too. Similar calculations have been performed by Bjelis and Barisic independently cn. 

More generally, it is possible to analyse the situation of effective entities in two ways. The first is simply to point to the objective criteria of statehood. If an entity manages to exhibit a defined population and territory that is subjected to an effective government, and if the entity has also made manifest the will to be a state, then it is a state. That manifest will, exhibited in a declaration of independence or an independence constitution will need to be backed by an assessment of popular support through a referendum. Moreover, statehood must not be tainted hyjvs cogens violations.
