Ammunition storage

After World War I, ammunition and explosives which had been returned from combat areas accumulated in United States storage depots which were inadequate for the safe storage of such large quantities. Many incidents, fires, and explosions occurred involving these stores. House Document 199, Ammunition Storage Conditions, became the foundation for much of the planned development of explosives safety standards as we know them today.

Paradoxically, the War Office, having shown no confidence in the efficacy of aerial bombardment and little enthusiasm for a British Air Force, was much shaken by the fear of such a force controlled by its European enemies. As work progressed inferior faulty stone and cutting waste was left behind in large quantities, packed into the quarried spaces and around pillars to within a foot or two of the ceiling. Millions of tons of this waste stone had to be removed by the Royal Engineers before the quarries could be developed for ammunition storage.

For the program in mind, the Ammunition Storage Board looked for external expertise. It founded a subcommittee for conceptual decisions, study groups with military and civilian officials as well as experts, and obtained the necessary funds. In essence, the resulting organization still exists today. 

Data Used for Calibration. In general, the most emphasis was laid on the China Lake test data because this test was specially designed for studying the effects of debris throw and the geometry of the installation was typical for an underground ammunition storage.
