There are many common misconceptions about vinyl. Eor example, the idea that vinyl is not recycled is untme. Industrial scrap vinyl has been recycled for years, but in more recent years, post-consumer vinyl recycling is growing, too, with about 3.25 x 10 tons (6.5 x 10 lb) of post-consumer vinyl (primarily botdes) being recycled in the 1990s. When the Council for SoHd Waste Solutions (now the American Plastics Council) conducted a nationwide survey in 1991, it found that there were an estimated 1100 municipal recycling programs in place or plaimed in the United States that include vinyl.

The U.S. EPA reports no significant recycling of PVC from municipal solid waste in the United States. The American Plastics Council reported a PVC bottle recycling rate in 2003 of only 0.2 percenL down from 0.4 percent in 2002. There is limited recycling of PVC from other waste streams, especially construction and demolition material, which is not classified as MSW. Since non-MSW waste streams account for considerably more PVC and tend to be more uniform than MSW PVC waste streams, most efforts have focused on these materials. 

The American Plastics Council, with the Society of the Plastics Industry, published a set of design guidefines for information and technology equipment Fuji Xerox, in Japan, has a detailed set of design guidelines in support of its goal of zero waste. IBM became the first computer manufacturer to code plastic components to promote then-recycling, in 1992. ... 

In the USA, Conrad Industries and the American Plastics Council have demonstrated a thermal cracking process to recover a liquid petroleum product in about 70-80% yield by weight [28], but this is still in its early days and has been operated using mainly poly(alkenes) and PS. This appears to be very similar to the BASF process, and Shell are also working on a two-stage pyrolytic process to convert plastic waste into a liquid hydrocarbon stream. 

The Boustead report is comprehensive in its evaluation of the LCAs of paper and plastic bags. The Boustead report was funded by the American Chemical Council Plastics Division. The Boustead report compares LCAs of 1500 plastic bags with 1000 paper bags and 1000 compostable plastic bags. The 1.5 1 ratio was determined from a Franklin report from 1990, which pointed out that consumer bagging behavior illustrates that plastic-to-paper use ranged from 1 1 all the way to 3 1, depending on the situation (Council for Solid Waste Solutions 1990).
