The waste disposal plan should be summarized in a manual that is understandable by and available to all laboratory personnel. New laboratory workers should be given a copy at the time of their arrival or during an early induction program. The manual can be made more readable by putting long lists in the appendixes. 

Finally, the successful sequestration of massive quantities of carbon may be essential for any hydrogen economy that makes more than transitional use of carbonaceous fuels. The history of radioactive waste disposal suggests that dedicated opposition can overcome general public acceptance of a technology and its waste disposal plan. Thus, even energy systems that now appear to enjoy widespread acceptance can become vulnerable to delays and costly false starts. The carbon sequestration issue falls into that category (see Chapter 7).

This Act was gradually introduced over a 14-year period using 19 commencement orders. The Act was the first attempt to deal with the various aspects of pollution, i.e. waste disposal on land, litter, water pollution, noise and atmospheric pollution. For the first time, waste disposal authorities were required to provide waste disposal plans for their area. These plans were envisaged to be far-reaching and very detailed but the response by waste disposal authorities has been very mixed. Under the Act, licences are issued for the disposal of waste having regard for the prevention of water pollution or danger to public health.
