Waste handling disposal plan

Waste handling recovery and disposal — all aspects of waste management and compliance need to be identified to ensure safe handling, appropriate treatment, and reuse where possible. Unless waste is minimal and of a benign nature an improvement plan is likely to be needed. 

Of other concern are mercury-containing lamps. At the end-of-life, compact fluorescent lamps/fluorescent tube lights (CFLs/FTFs) are either disposed in bulk (sold in auction) or disposed individually along with municipal waste. Proper and safe collection of these products would mean its intact collection, transportation and recovery of different components including mercury. The case study outlines the possible hazardous consequences due to improper handling of EoL CFLs and FTLs and proposes a future safe collection, recycling and disposal plan. 

Those elements of conventional laboratory design that must be refined for facilities in which toxic chemicals will be handled are presented. Alarms, communications, construction materials, containment cabinets, filter systems, floor plans, security, compressed gases, and waste disposal are discussed. Emphasis is given to design considerations dictated by the use of large numbers of fume hoods. 

Recommendation 4a. The closure plan must include a consideration of storage, handling, and ultimate disposal of wastes generated from JACADS closure, including provisions for temporary staging and transportation on-site and off-site. 

Recommendation 2-5. The Army should determine whether adequate data are available from JACADS to support the efficacy of processing secondary wastes in the metal parts furnace. If not, the Army should determine the additional tests required to confirm a disposal process. A plan based on these results should also be developed for handling and disposing of all secondary wastes from processing the Pueblo stockpile, including demilitarization protective ensemble suits and hoses, spent carbon filter materials, scmbber brine solutions, plant cleaning wastes, and dunnage. 

The purpose of this study is to provide PMACWA with a technical appraisal of its evolving plans to safely and efficiently handle, treat, and ultimately dispose of the waste materials that remain following the destruction of the assembled chemical weapons stored at PCD (Colorado) and BGAD (Kentucky).
