VPP Voluntary Protection—An OSHA program that promotes excellence in workplace safety and health programs in exchange for limitations on scheduled inspections by OSHA.

While providing penalties for violations, the Act also encourages efforts by labor and managonent. before an OSHA inspection, to reduce workplace hazards voluntarily and to develop and improve safety and health programs in all workplaces and industries. To assist employers and employees in developing effective safety and health systems, OSHA published recommended Safety and Health Program Management Guidelines, (Federal Register 54(18) 3908-3916, January 26, 1989). These voluntary guidelines can be applied to all worksites covered by OSHA.
