Voluntary guidelines

There are many reasons why you need to understand the requirements and recommendations of the various voluntary initiatives and regulations covering written operating and maintenance procedmes. Written procedures 

As demonstrated by common elements of the guidelines and regulations, quality, process safety, and environmental responsibility are interrelated. If a facility is free of accidents, quality is easier to achieve or maintain. A safe, quality-conscious facility will likely be an environmentally responsible facility. The elements of process safety, including efective, controlled procedures, combine to achieve the overall goal of a safe, environmentally responsible, quality operation. 

As another example, the International Labor Office s Prevention of Major Industrial Hazards e hcitly states that good operational instructions and sound practices should be provided and enforced by the works management.  

Organizations such as the World Bank also recommend written procedures relating to administrative, accounting, and financial matters for facilities involved in the use and production of hazardous materials. The techniques described in this guideline can also be used to develop these types of procedures.

One of the alternative approaches under the 510(k) paradigm is Special 510(k) Device Modifications. This approach utilizes certain aspects of the Quality System Regulations (Quality System Requirements for Good Manufacturing Practices). The other alternative is the Abbreviated 510(k). In an attempt to further reduce the number and effect of catastrophic chemical incidents, government regulatory a ndes have defined and enforced many of the dements of process safety put forth by the voluntary guidelines. Two influential regulations ate from OSHA and EPA.

Since these Guidelines are generic and generally applicable, and since they are an official OSHA document, it does not seem probable that other voluntary guidelines to be issued by OSHA for specific industries will require less in ergonomics management. But, another OSHA document may influence the additional guidelines to be issued. 

In addition to the General Duty Clause, OSHA has promulgated many more detailed requirements for worker safety.
