The Voluntary Fund for Assistance was established by the Conference of the States Parties at its First Session, in accordance with subparagraph 21(j) of Article VIII of the Chemical Weapons Convention. The Second Review Conference noted with appreciation the offers by States Parties, in accordance with paragraph 7 of Article X, of assistance in the event of the use or threat of use of chemical weapons, as well as national contributions to the voluntary fund for assistance, while also noting that the overall number of assistance offers, bilateral agreements, or contributions to the voluntary fund by States Parties stiU fall short of the requirements of Article X. [Pg.524]
