United States foreign sites

You must provide information on your parent company. For purposes of Form R. a parent company is defined as the highest level company, located in the United States, that directly owns at least 50 percent of the voting stock of your company. If yourfacility is owned by a foreign entity, enter not applicable, NA, in this space. Corporate names should be treated as parent company names for companies with multiple facility sites. For example, the Bestchem Corporation is not owned or controlled by any other corporation but has sites throughout the country whose names begin with Bestchem. In this case, Bestchem Corporation would be listed as the parent company. 

Foreign specifications are generally available from the American National Standards Institute, New York United States federal specifications, at Naval Publications and Forms, Philadelphia. The International Association for Stability, Handling and Use of Liquid Fuels maintains a web site, www.iash.net, with extensive references to fuel standards. 

In the United States, the USDA Foreign Agriculture Service offers a consolidated database of international MRLs for pesticides and veterinary drugs. In addition, a number of countries and regulatory authorities list their official MRLs online. Table 3.7 provides some online sources of information on regulatory requirements for the development of ADIs and MRLs/tolerances, while Table 3.8 provides the URLs for a selection of sites providing MRLs/tolerances established by national regulatory authorities. 

Imagine, for a moment, that a foreign nation has dispatched a band of terrorists to the United States. The intruders silently move across the landscape depositing toxic chemicals at a thousand sites around the country. Some of the toxic compounds quickly enter the rivers and underground reservoirs that supply America with drinking water. Other chemicals contaminate our neighborhoods and backyards where our children play. Still others sit like time bombs, destined to contaminate our water supplies after months, years, or even decades. The toxic chemicals carried by these enemies are the products of the most sophisticated laboratories on Earth. They cause birth defects, liver disease, and cancer. Their effects may be felt for generations. 

One of the considerations in selecting a site is whether or not the site is in a free trade zone (FTZ) and whether or not the FIZ meets the company s needs. FTZs are secured areas within the United States but they are legally considered outside the company s territory. The purpose is to attract and promote international trade and commerce. Foreign and domestic goods may be stored, manufactured, and processed duty-free in the FTZ, which is typically a fenced-in area with warehouse facilities and industrial park space and access to aU modes of transportation. Subzones, which fall beyond the perimeter of the public zone, are set up to accommodate industries that satisfy spedflc government criteria (e.g. abihty to generate public benefit through employment).
