Total accident control

Once it is decided that incidents involving property damage are to be included in the programme, through the establishment of damage control centres, the organisation will have, in effect, moved towards the Total Accident Control stage. 

The overall strategy should be Total Accident Control Training, or TACT. People at all organizational levels, in all functional areas, need to learn what the system is, how it operates, what their responsibilities and accountabilities are, and how they fit into the system. This encompasses a great variety of education and training topics. 

PEOPLE, PROPERTY PROFITS business and social reasons for a more professional job of supervisory management than ever before basic concepts of risk management and Total Accident Control (TAC).

The 1-10-30-600 relationships in the ratio would seem to indicate quite clearly how foolish it is to direct our total effort at the relatively few events terminating in serious or disabling injury when there are 630 property damage or no-loss incidents occurring that provide a much larger basis for more effective control of total accident loss.

Loss control A program designed to minimize accident-based financial losses. The concept of total loss control is based on detailed analysis of both indirect and direct accident costs. Property damage as well as injurious and potentially injurious accidents are included in the analysis. 

Another problem, also identified by Rasmussen (Rasmussen et al., 2000), is that individual actors in the control processes cannot see the effects of their actions in respect to the total picture. Subsequently, acceptance by different actors on different control levels, allows more gaps in different safety barriers. Together, this enables precursors to penetrate the different safety barriers through an alignment of these gaps resulting in an accident scenario. Further research is needed to retrieve insights into how the overview of the total picture and the different effects of the actions of individual actors can be retrieved in theory and practice. 

Fusion power generators are inherently safe. The magnetic confinement of the plasma must be carefully controlled and balanced to sustain the nuclear reaction. Any disturbance of the operating conditions will result in termination of the reaction. No combination of system failure, operator error, natural disaster or sabotage can cause the fusion reaction to run away. A nuclear explosion, melt down or similar catastrophic accident is not possible. A violent event, one of sufficient magnitude to disrupt the total reactor, could cause a chemical or electrical fire similar to any industrial fire.
