Inclusion has historically focused on the issue of special educational needs (SEN) within schools and local authorities (LAs). Services and support have been provided via a special needs co-ordinator (SENCO) within schools for pupils with a range of specific, identifiable needs... 

On the difficult-to-resolve question of inter-agency collaboration in inclusion, the inclusion co-ordinator also has a role, though consistent change probably requires unified Special Educational Needs (SEN) budgets and single children s departments at local authority level. The professional and policy hurdles to be overcome here make this a distant goal. 

The university as a whole has to plan and realize the co-operation between different disciplines represented by faculties and departments. Other functions are to provide an adequate infrastructure and the administration in the university. On the second level the functions of faculties and departments are the planning and controlling of programs and curricula as well as the intra-disciplinary co-ordination. On the third level the institutes and chairs have to carry out research work and knowledge transfer as well as education and training. This functional division in universities result in a special need for an effective and efficient management of education and research in institutes and chairs.
