SUBSAFE has created a unique management structure they call separation of powers or, less formally, the three-legged stool (figure 14.2). This structure is the cornerstone of the SUBSAFE program. ResponsibUify is divided among three distinct entities providing a system of checks and balances. [Pg.451]

The new construction and in-service Platform Program Managers are responsible for the cost, schedule, and quality of the ships under their control. To ensure that safety is not traded off under cost and schedule pressures, the Program Managers can only select from a set of acceptable design options. Germany s justice system is based on the principle of a separation of powers. The administration of justice is supposed to be independent of politics. As social structures go, however, both autocracy and anarchy can be regarded as simple - and indeed characterize less civilized societies. Intermediate structures such as democracy, communism, and socialism are more complex - entities within them are incomparable. Indeed one of the most significant aspects of democracy in the US is the separation of powers into judicial, executive and legislative - three incomparable branches of government. [Pg.380]
