Selling laws

Patents afford the owner the right to exclude others from making, using, or selling an invention, and are entirely dependent on statutory registration. They are acquired by disclosing an invention in an appHcation duly filed and prosecuted in accord with the patent laws (see Patents and trade secrets). 

The new law allows utilities to trade allowances within their systems and/or buy or sell allowances to and from other affected sources. Each source must have sufficient allowances to cover its annual emissions. If not, the source is subject to a 2,000/ ton excess emissions fee and a requirement to offset the excess emissions in the following year. 

The purpose of this letter Is to inform you that a product that we sell to you. Furniture Lacquer KX2-1390, contains 20 percent toluene (Chemical Abstracts Service (CAS) number 108-88-3). We are required to notify you of the presence of toluene in the product under section 313 of the Emergency Planning and Community Right-to-Know Act of 1986. This law requires certain manufacturers to report on annual emissions of specified toxic chemicals and chemical categories. 

One feature of the new law is an SO, trading allowance program that encourages the use of market-based principles to reduce pollution. Utilities may trade allowances within their system and/or buy or sell allowances to and from other affected sources. For example, plants that emit SO, at a rate below 1.2 Ib/million Btu will be able to increase emissions by 20 percent between a baseline year and the year 2000. Also, bonus allowances will be distributed to accommodate growth by units in states with a statewide average below 0.8 Ib/million Btu.

Many of the waste streams from U.S. process industries are water containing small quantities of metal ions that the law requires be removed before the wastewater is disposed of There is an economic incentive to recoup at least some of the cost of wastewater treatment by recovering and selling the metal content instead of merely disposing of the metals as sludge. Because the waste streams are dilute in desired materials, research is needed to devise efficient extraction and separation processes.
