The regulatory process should be routinely and systematically monitored in order to identify problems in the process and determine whether the activities actually carried out are consistent with the intended course of action. Several approaches may be employed for assessing the performance of dmg regulatory authorities self-review, supervisory body review and peer review. These approaches can complement one another in appraising the performance of the DRA, as well as assisting it to identify areas for improvement.

To those who make audits or are responsible for their being made, I offer this self-review outline. It asks the questions that I believe should be resolved to make safety audits more effective. 

The Index for Inclusion (Centre for Studies on Inclusive Education) is a well-established framework for self-review and has a range of supporting materials (www.inclusion.oig.uk). 

An educational approach to safety needs to achieve specific goals. One of the most important is annual self-review. If the overall program is successful then self-review is facilitated. Some of the key program elements to assess are listed in Table IX. Generally, these issues are all addressed when chemical safety is an active process within the instructional paradigm. 

The restart criteria for the administrative controls portion of the Technical Specification were also based upon practices in the commercial nuclear industry. The Nuclear Safety Control Procedures (NSCP) in commercial reactors were replaced by Administrative Control Technical Specifications (ACTS). The ACTS for SRS reactors were first issued in 1989. Revision 1 to the ACTS was issued on January 12, 1990, and was approved by the staff with comments on March 12, 1990. Staff comments and additional WSRC self-review comments generated Revisions 2 and 3 to the ACTS. Revision 2 dealt with Temporary Procedure Changes which have been approved. Revision 3 to the ACTS incorporated many general changes throughout the document, and was approved by DOE on November 16, 1990 (Reference 4).
