Security plans .Transporting hazardous materials requirements

The handling, transportation, communications, emergency response, training requirements, and security plans for hazardous materials can be found in 49 CFR 171-179. 

Transporters of Hazardous Materials (49 CFR Part 172, Subpart I). This regulation, which became effective in 2003, requires any offeror or transporter of certain hazardous materials to develop a security plan (including sections on personnel security, unauthorized access, and en-route security) and to conduct security training. 

The Pipeline and Hazardous Materials Safety Administration s Hazardous Materials Regulations (49 CFR 171-180) contain specific requirements for the safe transportation of hazardous materials. The topic of security is specifically addressed in these regulations in Part 172, Subpart H (training) and Subpart I (security plans). Comphance with these regulations will improve the security of hazardous materials transportation. 

On March 25, 2003, a final rule for Security Requirements for Offerors and Transporters of Hazardous Materials (HM-232) was pubhshed in the Federal Register. This final rule estabhshed new requirements for secmity training and security plans. 

Security plans must include an assessment of possible transportation security risks for shipments of hazardous materials that require a security plan and appropriate measures to address the assessed risks.
