Safety programs components

Safety and environmental information is needed to provide a basis for implementation of further program components such as operating procedures and hazards analysis. Specific guidelines as to what information is needed are contained in API RP 141. 

To ensure that the safety program is working, most companies have a safety policy follow-through. This includes monthly safety meetings, performance reviews, and safety audits. The monthly safety meetings include a discussion of any accidents (and resolution of prevention means), training on specific issues, inspection of facilities, and delegation of work. Performance reviews within the company for all employees must have a visible safety performance component. 

Because airborne and volatile contaminants can present a significant threat to industrial workers health and safety, identification and quantification of these airbome and volatile contaminants through air/soil monitoring is an essential component of a health and safety program at an industrial site having hazardous substances. The purpose of air and soil monitoring is to identify and quantify airbome and volatile hazardous contaminants in order to determine the level of plant worker s protection needed.

The Army s CSDP includes all of the essential components recommended by ACOEM for an occupational and environmental health program except for participation in the development of government health and safety regulations. The lack of Army involvement in this area is appropriate because this is an industry regulatory activity. Several of the nonessential program components recommended by ACOEM, such as palliative treatment of disorders to enable a worker to complete a work shift and to obtain health education and counseling, are included in the Army s program. 

Today, DDESB is concerned with the same explosives safety aspects of munitions manufacture, storage, transportation, and disposal as was recommended by Congress in 1928. An additional functional area added in 1968 by the Secretary of Defense is the establishment of chemical safety standards and a chemical safety program for chemical agents and components of chemical ammunition. 

These techniques are individual components of broader safety programs. Such programs have evolved since the late 1800s.
