The comprehensive and detailed assessment of the risks required for a safety-case can only be satisfactorily carried out for major installations with the aid of computer software. Suites of programmes for quantitative risk analysis have been developed over the past decade by consulting firms specializing in safety and environmental protection. Typical of the software available is the SAFETI (Suite for Assessment of Flammability Explosion and Toxic Impact) suite of programs developed by DNV Technica Ltd. These programs were initially developed for the authorities in the Netherlands, as a response to the Seveso Directives of the EU (which requires the development of safety cases and hazard reviews). The programs have subsequently been developed further and extended, and are widely used in the preparation of safety cases see Pitblado el al. (1990). 

The Safety Assessments required to demonstrate compliance to FAA and/or EASA requirements are challenging to compile and often difficult to programme manage. In the author s experience, while individual aspects within the complexity of a comprehensive Systran Safety Assessment (SSA) are well understood within their respective functional/discipline silos, managing the programme to compile and collate a meaningful end result proves difficult and challenging. 

More comprehensive and nationwide studies on all accidents are clearly needed, at least in Finland. Therefore, support can be found for the recommendation that safety-conscious workplaces should also include home and leisure-time accidents in their risk prevention and safety management programmes, as some companies say they do (Mottel et al. 1995). Since the Fifties, when the US Academy of Sciences recommended continental disposal by confinement of radioactive waste [1], large research efforts have been dedicated to investigate its feasibility and to assess its safety. In particular in the early Seventies when the number of nuclear power plants increased rapidly and radioactive wastes were produced in significant quantities, comprehensive R D programmes were developed in many countries.
