Safety performance measurement overview

To facilitate road safety comparisons between countries, Coimtiy Overviews were developed in DaCoTA for each countiy [AAR 12], not only presenting the current state of road safety in terms of annual number of crashes or traffic victims, but also containing information on precursors for crashes, such as behavior and policy in a countiy. This information is organized by using the Road Safety Pyramid [WEG 05] which covers all layers related to stmcture and culture, programs and measures, road safety performance, indicators, road safety outcomes and social cost. 

The traffic-safety work has been organised into a number of result areas in order to make it more focused. SNRA has defined performance indicators for each area to follow up on progress. There is a known relationship between the changes within each area, as measured by the performance indicator and the risk of traffic accidents. Table 28.2 shows an overview of some of the performance measures and the goal for each for year 2000.

The results of these measurements are kept at the local offices of the Labour Inspectorate but are not publicly available because diey are the result of an official legal procedure. In some cases (e.g. for wood dust, solvents or isdcyanates), the Central Office performs - within the framework of research projects - systematic measurement in order to get an overview of a specific type of exposure. The results of these research proj ts are published as technical reports and are publicly available. Most of the Labour Inspectorates have a technical department and a safety department to protect various groups ( gnant women, young people etc.). 

Table 17.1 gives an overview of standard loss-based SHE performance indicators. In calcnlating the frequency of accidents, the size of the activity for which performance is assessed has to be considered. We must expect more accidents to occur in a large company than in a small one, even if the activities are similar. It is necessary to standardise the indicators in relation to the exposure to the risk of accidents. For occupational accidents, the most common exposure measure is the number of employee-hours. In traffic safety, for example, we use the number of vehicle kilometres or passenger kilometres as measures of exposure. By combining the frequency measures with the consequence measures, a measure of the risk is arrived at.
