Safety objectives and general design requirements

A statement of the overall safety objectives shall be included. This should be followed by a brief description of the underlying safety objectives and general design requirements that are important to the design. Safety objectives are discussed in Section 2 of the main text, and general design requirements are discussed in 

Emphasis should be placed on the principles used in the design and not on a description of the reactor. The summary description of the reactor shall be given in Chapter 5.
