Process safety professionals

The audience is expected to be process safety professionals, engineers, chemists, and other technical personnel who generate data and design processes that involve reactive chemicals. Manufacturing personnel who operate such facilities are also expected to benefit through improved understanding of risks.

It would be unreasonable to think that either of these companies are operating even remotely similarly to how they did in the 1970s. Many chemical companies restructured and reduced the size of their technical staffs in the mid-1980s, and many other organizations added chemical process safety professionals. However, these approaches still seem very useful and workable. 

The process safety professional will have primary interest in the data that indicates process safety system performance. This audience includes both process safety professionals at a given site as well as those who have multiple-site or corporate responsibilities. Process safety professionals often document and report selected metrics, but much of the raw data is generated by others, such as operations and maintenance personnel. It is important for the process safety professional to reach agreement with those generating the data on how that data is transmitted to him or her. The metrics of interest for the process safety professional will cover many, if not all, process safety elements. The inputs may come from a number of units across a plant site or from multiple plant sites around the world. Design and development of the reporting system needs to take into account all these factors. 

Evidence as to whether an opposite, top-down effect may apply is hard to come by, i.e., whether improvements in process safety lead to matching improvements in occupational safety. Many process safety professionals feel that such a trend does exist although it is difficult to prove. 

The methods used for the analyses are recognized by process safety professionals and by government agencies as being an appropriate technique. The method selected was appropriate to the type of process being analyzed.

Because there are some minor differences from the OSHA rule, the components of those elements are worthy of further explanation. For example, under human Factors are the following components operator-process/ equipment interface, administrative control versus hardware, and human error assessment. Likewise, under enhancement of process safety knowledge are quality control programs and process safety, professional and trade association programs, the Center for Chemical Ih-ocess Safety (US.) program. 

Many process safety professionals feel that the topic of Management of Change (MOC) is the most difficult to implement.
