For the active reduction of dibenzodioxins, dibenzofurans and PCBs in foods and feeds, European Commission Recommendation 2006/88/EC has been issued. In the veterinary as in the human patient, neoplasms are often metastatic and widely disseminated throughout the body. Surgery and irradiation are limited in use to weU-defined neoplastic areas and, therefore, chemotherapy is becoming more prevalent in the management of the veterinary cancer victim (see Chemotherapeutics, anticancer). Because of the expense and time involved, such management must be restricted to individual animals for which a favorable risk—benefit evaluation can be made and treatment seems appropriate to the practitioner and the owner. In general, treatment must be viewed not as curative, but as palliative.

In essence, the earlier components of this overall assessment process are mainly deterministic in character (albeit with some probabilistic elements), whereas the later stages are mainly probabilistic. Not all elements of the process are quantifiable (with any degree of confidence), however and the socicii-political-cultural context of any downstream decision-making process may be intensely uncertain. Such uncertainties make the process of risk communication and debate a complex and sometimes unpredictable undertaking. It is essential therefore that those elements of the risk management process that cein be objectively einalysed and evaluated (either qualitatively or quantitatively, as appropriate) are so assessed. 

As discussed in Chapter 4, some risk-based decision making can benefit by the development of tolerance criteria for the various types of risk to which building occupants may be exposed. When identified risks are higher than what can be deemed tolerable, they should be eliminated or reduced to control the company s risk exposure. The process of risk identification and evaluation, comparison to tolerance criteria, and elimination or reduction of intolerably high risk is known as risk management. Figure 6.1 illustrates this process. Application of these tolerance criteria helps protect building occupants and ensure that resources are appropriately applied.

The risk asses sment may include an evaluation of what the risks mean in practice to those effected. This will depend heavily on how the risk is perceived. Risk perception involves peoples beliefs, attitudes, judgements and feelings, as well as the wider social or cultural values that people adopt towards hazards and their benefits. The way in which people perceive risk is vital in the process of assessing and managing risk. Risk perception will be a major determinant in whether a risk is deemed to be acceptable and whether the risk management measures imposed are seen to resolve the problem.

Risk management. If any population sub-group has been identified as being potentially at risk then measures to control the risk must be assessed and introduced. Any benefits associated with the foods affected must be taken into account and the costs associated with alternative methods of control evaluated.
