Therefore, appropriate respiratory protective equipment should be available for emergency use. As a support for this, there should be a respirator training and fitting program. 

Any other respirator used must go through a NIOSH approval process for equivalency. This process must be described in the facility s written respiratory protection program. 

The air, dust, and fumes some workers breathe at work can make them sick. Respiratory protection is of primary importance since inhalation is one of the major routes of exposure to chemical toxicants. OSHA requires respirator training under CFR 29 CFR Part 1910.134. The standard basically states that in any workplace where respirators are necessary to protect the health of the worker the employer will develop and implement a respirator protection program.

Respirators shall be pro videdby the employ erwhen such equipment is necessary to protect the health ofthe employee. The employer shall provide the respirators which are applicable and suitable for the purpose intended. The employer shall be responsible forthe establishment and maintenance of a respiratory protection program which shall include the requirements outlined in paragraph (c) of this section. 

Program evaluation. This section requires the employer to conduct evaluations of the workplace to ensure that the written respiratory protection program is being properly implemented, and to consult employees to ensure that they are using the respirators properly. 

Under Occupational Safety and Health Administration (OSHA) regulations, only equipment listed and approved by the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) may be used for respiratory protection. Also under the regulations, each site on which respiratory protective equipment is used must implement a respirator program (including training and medical certification) in compliance with OSHA s Respiratory Protection Standard (29 CFR 1910.134) see also ANSI standard Z88.2-1992, Practices for Respiratory Protection. 

A study, conducted under actual conditions of use in the workplace, that measures the protection provided by a properly selected, fit-tested, and functioning respirator, when the respirator is worn correctly and used as part of a comprehensive respirator program that is in compliance with the Occupational Safety and Health Administration (OSHA) Respiratory Protection Standard 29 CFR 1910.134. Measurements of Co and Ci are obtained only while the respirator is being worn during performance of normal work tasks (i.e., samples are not collected when the respirator is not being worn). As the degree of protection afforded by the respirator increases, the WPF increases.

Management must develop a respiratory program, then implement it and ensure that workers follow its requirements. OSHA requires that voluntary use of respirators, when not required by the company, must be controlled as strictly as under required circumstances. To prevent violations of the Respiratory Protection Standard, employees are not allowed voluntary use of their own or company-supplied respirators of any type. The exception is employees whose only use of respirators involves the voluntary use of filtering (nonsealing) face pieces (dust masks).

Assigned protection factor (APF) means the workplace level of respiratory protection that a respirator or class of respirators is expected to provide to employees when the employer implements a continuing, effective respiratory protection program as specified by this section.
