Three evaluative modes are discussed here cost-benefit analysis, cost-effectiveness analysis (and its recently distinguished variant cost-consequences analysis) and cost-utility analysis. Books by Drummond et al (1997) and Gold et al (1996)—the two most respected and widely cited texts on health economics evaluations—give excellent accounts of these modes of economic evaluation, and interested readers are referred to them for more advanced discussions. 

Applications of geological reference samples to mineral prospecting and economic evaluation of ore potential is the only application with a history dating back before the issuance of G-i and W-i in 1951. It is an area in which data quality or lack thereof has serious economic impacts, hence the very early development of certified reference materials mentioned previously. An extensive study of the state of ore analysis was undertaken by the Institute of Geological Sciences (now the British Geological Survey). Nineteen ores and concentrates, of varied matrix, were distributed to 38 laboratories more than 1532 results were received (Lister and Galagher 1970).

All eleven references in this category relate directly to Section 6.1, the Economic Evaluation of this project. They contain capital costing methods, cost correlations, typical plant and equipment costs, and economic indicators to account for cost changes with time. 

Basic information on facilities investment, coal, utilities, and operating labor for the 100 million SCF/day base case was obtained from Reference (JO and adjusted to a mid-1979 basis. Based upon the economic evaluation guidelines for 100 million SCF/day hydrogen production with Wyoming coal at 20/ton ( 1.17/106 Btu), the total capital required is 298.8 X 106 and the hydrogen price is 3.66/103 SCF, or 11.20/106 Btu. For Illinois coal at 20/ton, total capital required is 270.1 X 106 and hydrogen price is 3.19/103 SCF, or 9.76/106 Btu.

Reference points for a transmission network with no hydrogen distribution to filling stations are given for example in Johnson et al. [14]. They designed and economically evaluated this type of pipeline network for the four US federal states of Arizona, Colorado, New Mexico, and Utah. The costs just for hydrogen transport were calculated as US 0.41-0.95 per kg hydrogen. 

The third level, the economic evaluation, considers injuries as central part of the evaluation. Monetary costs can be attributed either on the level of single injuries [35], on the level of body regions [7], or overall for the whole person [36]. Some references [36, 37] give other factors related to injuries (e.g., medical, market productivity, legal costs) and non-injuries (e.g., travel delay, property damage). 

We assume that we feed the reactor with 1500 kg of monomer and fix the temperature to 350 K. In order to start the reaction, the BPO is added. We assume that we feed the mass of it, 1% of the monomer, in 1 min at a constant rate. After that, the addition rate becomes 0. The reaction progresses over 2 h. Therefore, for economic evaluation, reference is made to the NACE Standard Method RP-02-72, Direct Calculation of Economic Appraisal of Corrosion Control Measures, in which the excellent presentation of the subject matter makes it superfluous to enlarge on the factors to be considered in economic evalnation.
