Reduction of fugitive emissions

The Solvent Emissions Directive was adopted in March 1999 by the European Council of Ministers and should be implemented by member states within two years. The adhesives industry uses about 130,000 tonnes of solvents in its products annually and has a key role to play in meeting the Directive s targets. The main impact of emissions reduction will be on adhesives coaters because the adhesive film forms through the evaporation of solvent. For adhesives manufacturers, the main issue is the reduction of fugitive emissions. Both oxidation and recovery are well proven abatement techniques. While simple, the reduction of fugitive emissions is not inexpensive. In a case study involving ethylene oxide manufacturing, 1.5 million was spent over 2 years, with 55% spent on materials, 30% spent on labor, and 15% spent on a study of equipment leak rates. For the other furnace types, BAT mainly focuses on the efficient collection of furnace off-gas and/or the reduction of fugitive emissions.

The main issues of diseussion at the final meeting concerned the techniques for the collection and treatment of off-gas, the minimisation of fugitive emissions, noise reduction, the role of enviromnental considerations in teehnieal ehoiees and the BAT associated emission levels. For some proeesses, mainly in the field of non-ferrous metal melting, the information was ineomplete and therefore no BAT AEL eould be agreed. During the meeting, there was little diseussion on the teehniques that are speeifie for non-ferrous foundries, partially due to the absenee of industry experts in this field.

Legislation has also imposed increased demands on the elastomers used for automobile sealants. Most notable has been environmental legislation to reduce primary pollutants. The US Sealed Housing for Evaporative Determination and the European Euro 2000 legislative projects, which called for dramatic reductions in fugitive emissions, are two examples of this. 

An assessment of the reduction potential is not possible on a detailed level, since only aggregated emission data are available. Further measures should be planned - but more detailed information about specific processes, fugitive emissions and existing de-dusting facilities would be necessary.
