Public recruitment costs

Second, many public hospitals run a yearly budget system. This system requires that all income and spending must balance within each fiscal year (from April to March the following year). It is often the case that the hospital refuses to refund study cost even if the recruitment rate of the hospital is very low at the end of each fiscal year. The sponsors have accepted this, as the required number of patients at each centre was low. However, the new calculation system doubled or tripled the study costs and, with an increased number of patients to be recruited at each centre, this yearly budget system became a major concern to the sponsors. [Pg.736]

PUTCO (Public Utility Transport Cooperation) is a South African-based bus company. In the early days of its operation PUTCO did not rely on its own training school, but rather on the recruitment of already-licensed drivers. As a result, the company was faced with alarming maintenance costs and very high accident rates. The 1951 rate was 2.43 accidents per 10,000 miles driven. Serious accidents considered only, the PUTCO rate was as high as 0.35 accidents per 10,000 miles in comparison, the reported accident rate of the California Driver Record Study (Peck Coppin 1967) ranged from 0.09 for males to 0.04 for females with respect to serious accidents. [Pg.133]
