Procurement safety examination

The SRS CMP requires chemical hazards to be examined at every stage in the life cycle of the chemical. The first option is to eliminate the use of a hazardous chemical if possible. Where elimination is not practicable, the minimum amount required for the application is procured. Other areas to be examined include, but are not limited to, the potential impact on safety basis in selection of the warehousing facility, onsite transportation, designation of storage locations within operating facilities, handling and use, and... 

IV.74. For the purposes of Appendix IV, the following terms, as defined in Safety Series No. 113 [IV.3], apply applicant, assessment, audit, controlled document, corrective action, design input, design output, examination, inspection. Item, maintenance/servicing, measuring and test equipment, non-conformance, objective evidence, procedure, procurement document, qualification, quality, quality elements, quality assurance programme, quality plan, repair, services, specification, supplier, traceability, user, and verification. 

Procurement is listed in Appendix I, of ZIO Audit, as one of the subjects to be reviewed when a safety audit is made. Documents to be examined for objective evidence of the adequacy of the procurement provisions are those addressing safe operating procedure(s) and supplier selection, evaluation, and management. 

Full cost-effectiveness or cost-efficiency analysis is rarely undertaken for safety nets. Rather, individual dimensions that contribute to the program s overall cost-effectiveness are examined, in particular (1) efficiency in procurement, which assesses whether the program achieved value for money in relation to purchases (2) efficiency in service delivery.
