Procedural Change

This change involves the management, organizational, and personal functions of production. The reevaluation of plant procedures can often reveal some reduction opportunities that are relatively inexpensive and easy to implement. Many of these measures, which are used in industry mostly to improve waste reduction, can be implemented in all the areas of a plant as well. They often require little capital cost and result in a high retvurn on investment. Procedural changes can include

Controlled and supervised loading, unloading, and transfer of all hazardous substances. 

Installation of overflow arms and automatic pump shutoffs. 

Training employees for careful handling and operation of the raw material and the process.

Nonstandard and Military Matches. Because match manufacture is a series of high speed and highly mechanized operations, any variation that involves dimensional or incisive procedural changes is a significant undertaking which is only warranted if continual high production is to result. 

The project review process involves multiple steps that should be definea in management gmdelines (CCPS, 1993, pp. 57-61). The steps include (1) review pohcy, (2) review scheduling, (3) reviewtech-nique, (4) review team representation, (5) review documentation, (6) review follow-up, (7) review follow-up verification, and (8) review procedures change management. These steps define how a review, whether it be a safety review, environmental review, pre-start-up review, or whatever, is conducted and how closure of review aclion items is achieved.

Implementing a recommendation must go beyond an equipment, process or procedural change. What was learned about an incident or near miss and its causes, as well as the changes made to prevent recurrence, needs to be effectively communicated to employees. As a result, they will have a greater understanding to better identify future near misses and the factors that could lead to a chemical reactivity incident at their facility. This will also encourage employees to report other near misses.
